Creates the CalWORKs Educational Opportunity and Attainment Program providing monthly education incentive grants of $100 for high school diploma/equivalent completion as an ongoing adjustment to recipients' cash grants.

Authorizes CalWORKs recipients to apply for annual education stipends of up to $2,400 per year for enrollment in career technical education, associate's degree, or bachelor's degree programs.

Requires counties to verify educational completion or enrollment and certify recipient eligibility for grants or stipends within 10 business days.

Allocates $20,000,000 to California Community Colleges for CalWORKs Recipients Education Program services, with $10,000,000 specifically dedicated to supporting recipients pursuing high school diplomas or equivalents.

Requires Board of Governors of California Community Colleges to report to Legislature by March 31, 2019 on additional services provided and number of recipients served through the appropriation.
