Authorizes harness and quarter horse racing associations to accept wagers on nightly programs of out-of-country harness racing from a single racetrack, regardless of the number of races, under specified conditions.

Permits harness racing associations to import out-of-country harness racing programs only on days when the association is conducting live racing.

Allows quarter horse associations to import out-of-country harness racing programs only on days when harness racing associations are not conducting live racing.

Requires remaining funds from out-of-country harness racing wagers to be distributed equally among racing associations conducting night meetings, with harness associations receiving 50 percent as commissions and 50 percent as purses, and quarter horse associations receiving distributions as commissions.

Increases continuously appropriated license fees to the Secretary of Food and Agriculture through authorization of additional wagering on out-of-country harness racing.
