Requires the State Department of Education to provide matching state grants of up to $100,000 to school food authorities that receive federal Equipment Assistance Grants for School Food Authorities under the National School Lunch Program, contingent on legislative appropriation and federal allocations.

State grants must be appropriated for a minimum of two years and align with U.S. Department of Agriculture National School Lunch Program Equipment Grant terms, conditions, performance periods, criteria, timelines, and procurement requirements.

Allows school food authorities to use combined federal and state grants for up to five individual school sites or to combine grants for a single purpose, such as creating a centralized industrial kitchen.

Requires state matching grants to be competitively awarded and any unspent funds to be retained by the department for additional equipment grants meeting the same requirements.
