Increases the number of races that may be added per night from 2 to 3 races when a harness or quarter horse association imports fewer than the maximum authorized number of out-of-state or out-of-country races.

Allows associations to add up to 3 races on another night of racing for each race not imported under the maximum authorized on a particular night, with a cap of 3 races added per single night.

Maintains the requirement that total imported races over a calendar year cannot exceed the total number authorized under existing law.

Makes an appropriation by authorizing additional wagering, which increases continuously appropriated license fees to be deposited in the Fair and Exposition Fund.

Requires a 2/3 vote for passage due to the appropriation component.
