Eliminates the requirement that out-of-state teachers complete 150 clock hours of professional development activities or earn a master's degree to obtain a clear teaching credential in California.

Out-of-state teachers can now earn clear multiple subject, single subject, or education specialist credentials by meeting existing requirements including two or more years of teaching experience with satisfactory performance evaluations.

Applicants without two years of experience can still earn clear credentials by completing a preliminary five-year credential, beginning teacher induction program, and English learner teaching requirements.

Out-of-state teachers with a clear education specialist credential can now directly obtain clear multiple subject or single subject credentials without first holding a preliminary credential in those areas.

Approved by Governor on July 20, 2018, with no appropriation required.
