Prohibits local educational agencies from applying rules that treat pupils differently based on actual or potential parental, family, or marital status, and bars exclusion of pupils from educational programs solely due to pregnancy, childbirth, or recovery therefrom.

Establishes eight weeks of paid parental leave for pregnant or parenting pupils during the school year in which birth occurs, with absences automatically excused and no requirement to complete academic work during leave.

Allows pregnant or parenting pupils to remain enrolled for a fifth year of high school if necessary to complete graduation requirements, and permits them to return to their original school and course of study after parental leave.

Requires schools to notify pregnant and parenting pupils and their parents/guardians annually of their rights and educational options, and establishes uniform complaint procedures for noncompliance.

Adds absences to care for a sick child as an excused absence without requiring a doctor's note, and prohibits academic penalties for use of these accommodations.
