Requires courts to consider issuing restraining orders against defendants convicted of domestic violence crimes from any contact with minor witnesses, defined as minors physically present during the domestic violence act.

Allows restraining orders against convicted domestic violence offenders to include provisions authorizing family or juvenile courts to later order safe and appropriate visitation with the defendant's minor child who is a witness.

Establishes that criminal court restraining orders against minor witnesses have precedence in enforcement over civil court orders, except where emergency protective orders or no-contact orders apply.

Requires notice of any hearing to consider visitation exceptions to be provided to the protected minor (through their primary custodian) and the prosecuting attorney's office.

Specifies that no state reimbursement is required because the bill creates new crime penalties under existing law.
