Establishes the Early Education Expansion Program for Local Educational Agencies to award competitive grants for one-time infrastructure costs and requires the State Department of Education to provide guidance on serving young children with exceptional needs in least restrictive environments

Requires grant applicants to demonstrate plans for sustainable subsidized spaces beyond the grant period and commit to providing program data to the department
