Requires courts to request local child welfare services agencies investigate allegations of child abuse or sexual abuse during custody proceedings when the court determines it cannot protect the child through custody or protective orders alone.

Mandates the child welfare agency report its investigation findings to the court upon completion.

Preserves existing authority allowing courts to request investigations at their discretion and take temporary protective measures for child safety.

Establishes that if the Commission on State Mandates determines this creates state-mandated local program costs, reimbursement shall be made pursuant to Government Code Part 7.
