Requires the State Department of Health Care Services to submit a waiver application or state plan amendment to authorize home- and community-based services (HCBS) coverage for eligible individuals relocating to California due to military orders

Allows veterans and children of active or retired military service members receiving Medicaid HCBS in another state to enroll in Medi-Cal HCBS upon military transfer orders to California, provided they were receiving such services in their previous state of residence

Permits veteran beneficiaries and children of military service members to retain Medi-Cal HCBS eligibility if the service member receives orders to relocate out of California, as long as the parent or guardian maintains California as their legal residence

Application for enrollment can be submitted upon receipt of military orders before physically moving to California, with a copy of the orders required with the application
