Requires written health education and informing materials in English developed by Medi-Cal managed care plans to be at or below a 6th-grade reading level by July 1, 2020.

Mandates managed care plans conduct a one-time targeted community review of materials translated into threshold languages by January 1, 2020 to ensure cultural and linguistic appropriateness.

Community review process must include at least four native speakers, use both quantitative and qualitative methods, allow 45 days for feedback, and accept written and oral comments.

Materials translated by the department or its contractors (excluding managed care plans) are exempt from community review requirements.

Requires managed care plans to report community review findings, and the department to publish findings and develop recommendations for additional readability standards for each threshold language.
