Appropriates $50,000,000 for the 2019–20 fiscal year to establish the Computer Science Teacher Grant Program, administered by a competitively selected county office of education, providing grants of up to $10,000 to teacher preparation program students who commit to teaching computer science for 4 years after receiving their preliminary credential.

Provides $5,000 in grant funds to recipients after completing 2 years of computer science teaching and an additional $5,000 after completing 4 years, with grant program administration limited to 5 percent of each award.

Appropriates $50,000,000 for the 2019–20 fiscal year to the State Department of Education to distribute one-time funding to county offices of education, school districts, and charter schools based on average daily attendance for purchasing California computer science standard-aligned instructional materials.

Requires the grant program administrator to annually report on program status and progress and submit a final implementation report within 6 years describing outcomes and effectiveness.

Declares the act an urgency statute that takes effect immediately to begin generating funds for early education programs.
