Request the University of California Institutes of Transportation Studies to prepare and submit a report to the Governor and Legislature by January 1, 2020, detailing reduced fare transit pass programs administered by public transit operators, colleges, universities, and other entities in California.

Require the report to assess program eligibility, funding sources, impact on transit ridership, available funding sources for such programs, and negative fiscal impacts on public transit operators including farebox recovery ratios.

Request UC Institutes of Transportation Studies to convene and consult with stakeholders including academics, administrators, transit professionals, student advocates, and transit advocates when preparing the report.

Require the report to be submitted in compliance with Section 9795 of the Government Code.

Repeal this section on January 1, 2021.
