Increases the maximum Cal Grant award eligibility period from 4 years to 6 years of full-time undergraduate attendance for community college applicants.

Allows community college students who transfer to a 4-year institution to carry over their 6-year Cal Grant eligibility, provided the total does not exceed 6 years across both institutions.

Applies the 6-year eligibility limit to Cal Grant A and Cal Grant B awards for community college applicants who meet all other program requirements.

Maintains existing eligibility rules for non-community college applicants, who remain limited to 4 years of Cal Grant awards unless enrolled in an institutionally prescribed 5-year program.
