Amends Public Utilities Code Section 185020 to require that the five members of the High-Speed Rail Authority appointed by the Governor must be subject to Senate confirmation, changing from gubernatorial appointment alone.

Maintains the existing 11-member composition of the authority, including four voting members appointed by the Legislature and two non-voting legislative members.

Requires the Governor, Senate Committee on Rules, and Speaker of the Assembly to consider geographical diversity when making appointments to ensure representation from all state regions.

Preserves the four-year term limits for authority members and the staggered term schedule established for evenly distributed appointments.
