Authorizes the Judicial Council to sell the West Los Angeles Courthouse (1633 Purdue Avenue) and the Mental Health Courthouse (1150 North San Fernando Road), both closed facilities in Los Angeles County.

Requires the Judicial Council to consult with Los Angeles County and offer the properties to the county at fair market value before offering them for sale elsewhere.

Directs net proceeds from the sales to be deposited into the Immediate and Critical Needs Account of the State Court Facilities Construction Fund for court facility planning, design, construction, and trial court operations.

Exempts the sale of these properties from California Constitutional requirements that normally apply to the sale of surplus state property.

Takes effect immediately as an urgency statute.
