Increases income eligibility threshold for state-funded child care from 70% to 75% of state median income (adjusted for family size) beginning in the 2018–19 fiscal year and each year thereafter.

Establishes a phased reduction in child care assistance for families with income between 76% and 85% of state median income: 75% assistance (76-78% income), 50% assistance (79-82% income), and 25% assistance (83-85% income).

Requires annual verification of income for all families receiving state-funded child care services.

Updates disenrollment priority provisions to reference the new 85% income threshold for families exceeding eligibility limits starting in 2018–19 fiscal year.

Removes provision that would have limited families to a maximum of 8 years of state-funded child care per child.
