Eliminates the January 1, 2019 repeal date for the UCLA David Geffen School of Medicine's International Medical Graduate Program, extending it indefinitely.

Removes references to the program operating as a "pilot" and deletes requirements for UCLA to submit reports to the Medical Board and Legislature.

Removes the specification of particular core courses that IMG participants could receive instruction in, allowing more flexible curriculum offerings.

Authorizes foreign medical graduates to practice medicine as part of the UCLA program, limited to no more than 24 weeks of clinical instruction under specified supervision and facility requirements.

Establishes that the UCLA International Medical Graduate Program qualifies as a special statute necessary under the California Constitution because it uniquely serves underserved rural and inner-city communities through bicultural and bilingual physicians.
