Establishes a Domestic Work Enforcement Pilot Program within the Division of Labor Standards Enforcement, contingent on legislative appropriation of funds, to improve education and enforcement of labor standards for domestic workers.

Program must provide education and training to domestic workers and employers on minimum wage, overtime, sick leave, recordkeeping, wage adjudication, and retaliation.

Requires development of training curriculum, a statewide telephone help line for legal and technical assistance, and an online resource hub with information on California labor laws for employers.

Mandates training for domestic worker leaders to provide peer support and service referrals to employees filing wage claims or seeking remedies from employers.

Requires qualified organizations (nonprofits with at least 5 years of experience in domestic work) collaborating with the division to issue reports and meet quarterly to review program implementation and success.
