State Department of Education must develop guidelines by July 1, 2020, for using telehealth technology to provide mental and behavioral health services to students on school campuses, in consultation with the State Department of Health Care Services and stakeholders.

Guidelines must address qualifications of providers and support staff, funding sources for equipment and infrastructure, Medi-Cal reimbursement access, parental consent requirements for minors, data security, privacy protections under FERPA and HIPAA, and liability concerns.

State Department of Education must post the guidelines on its website by July 1, 2020.

Telehealth is defined as delivering health care services via information and communication technologies to diagnose, consult, treat, and manage a student's health while the student is at school and the provider is at a distant location.

Implementation is contingent on sufficient funding being appropriated through the annual Budget Act or other statute.
