Requires the contracted nonprofit entity providing mental health advocacy services to make patients' rights advocacy training materials readily accessible online to all county patients' rights advocates, including topics described in Section 5512.

Mandates counties verify that newly hired patients' rights advocates review the training materials within 90 days of employment and maintain records of verification sent to the Patients' Rights Committee of the California Behavioral Health Planning Council.

Exempts county patients' rights advocates employed for at least one year on or after January 1, 2019, from the requirement to review the training materials.

Clarifies that online training materials do not replace ongoing training required to be provided by the contractor under Section 5512.

Provides for state reimbursement to local agencies for costs mandated by this act if determined by the Commission on State Mandates.
