Extends the required period for a local ordinance imposing drainage and sanitary sewer fees to be in effect from 30 days to 60 days prior to filing a tentative map or parcel map.

Applies to ordinances requiring payment of fees to defray costs of constructing planned drainage facilities for surface and storm water removal and planned sanitary sewer facilities.

Makes conforming grammatical and stylistic changes to existing provisions governing drainage and sanitary sewer fee requirements under the Subdivision Map Act.

Maintains all other conditions for imposing such fees, including requirements for drainage or sanitary sewer plans, cost apportionment, and deposit of collected fees into designated local funds.
