Requires receiving entities that receive reports of child abuse or neglect involving foster children in community care facilities to notify the licensing agency within 24 hours and coordinate investigation efforts.

Mandates notification of the Office of the State Foster Care Ombudsperson within 24 hours of receiving reports of alleged abuse or neglect in community care facilities and requires sending investigation reports to the Ombudsperson upon completion.

Requires investigations to be completed no later than 30 days after the initial report is received and specifies investigation procedures including face-to-face interviews with victims, other children present, and facility staff.

Adds the Office of the State Foster Care Ombudsperson to the list of entities permitted to receive confidential child abuse and neglect reports.

Exempts certain costs from state reimbursement mandate requirements for increases related to 2011 Realignment Legislation, but requires reimbursement for other state-mandated costs if determined by the Commission on State Mandates.
