Prevents counties from denying eligible veterans county mental or behavioral health services while waiting for a determination of eligibility for federal Department of Veterans Affairs services.

Requires counties to refer veterans to county veterans service officers to determine eligibility for federal Veterans Affairs or other federal health care provider services, but such referral does not delay county mental health services.

Establishes that eligible veterans shall not be denied county mental health services based solely on their veteran status or lack of federal Veterans Affairs eligibility.

Authorizes counties to contract with community-based veterans' services agencies to provide veteran-specific mental health services where possible.

Makes legislative findings that veterans should have timely access to mental and behavioral health care closer to home regardless of federal eligibility status, and should be treated the same as any other adult seeking county mental health services.
