Expands welfare-to-work activity exemptions for CalWORKs participants to include any parent or relative with primary responsibility for a child 24 months of age or under, removing the previous one-child limitation.

Adds new exemption for pregnant women who are the sole member of their assistance unit, in addition to existing pregnancy-related exemptions.

Requires county human services agencies to provide exempt individuals with written notice of their exemption and right to volunteer for welfare-to-work activities, with assistance in completing plans and approval within 30 days.

Limits the child care exemption under subdivision (b)(6) to a cumulative total of 24 months when counting toward the 48-month time limit for CalWORKs aid eligibility.

Directs the State Department of Social Services to implement the bill through an all-county letter no later than April 1, 2019, without triggering the continuous appropriation under Section 15200.
