Requires each state department or agency employing peace officers to maintain a record of any misconduct investigations in the officer's general personnel file or a separate designated file.

Mandates that peace officers seeking employment with a department or agency must provide written permission for the hiring agency to view their general personnel file and any separate misconduct file.

Establishes a state-mandated local program that may trigger reimbursement to local agencies and school districts through the statutory procedures in Government Code Part 7.
