Repeals the inoperative Adolescent Alcohol and Drug Treatment and Recovery Program Act of 1998 and enacts the Youth Substance Use Disorder Treatment and Recovery Program Act of 2018.

Requires the State Department of Health Care Services to establish regulations for community-based nonresidential and residential treatment and recovery programs for youth under 21 years of age with alcohol and drug use problems.

Mandates the department, in collaboration with counties and substance use disorder service providers, to establish criteria for program participation, programmatic requirements, treatment standards, and funding terms through regulation.

Requires the department to report to the Legislature during budget hearings on the program's implementation status.

Directs the department to seek funding through Medi-Cal, federal financial participation, and cannabis tax revenues from the Youth Education, Prevention, Early Intervention and Treatment Account, with no more than 5 percent of funds used for regulatory development.
