Increases the maximum number of board meetings for which members can receive compensation from 4 to 6 per calendar month for public cemetery districts, fire protection districts, airport districts, and from 5 to 6 for hospital districts, regional park districts, and recreation and park districts.

Caps compensation at $100 per meeting for all affected special districts, with board members able to waive compensation and receive actual travel and incidental expenses.

Requires districts compensating members for more than the previous meeting threshold (4 or 5 meetings depending on district type) to annually adopt a written policy by January 1, 2019, describing with substantial evidence why additional meetings are necessary for district operations.

Authorizes district boards to increase compensation amounts by no more than 5% annually through ordinance adoption under Water Code Chapter 2.

Applies to public cemetery districts, fire protection districts, hospital districts, regional park districts, recreation and park districts, and airport districts statewide.
