Requires individuals receiving developmental disability services from regional centers to disclose during initial intake whether they are enrolled in Medi-Cal and provide proof of health benefit eligibility.

Authorizes the Department of Developmental Services to share consumer information with counties and the State Department of Health Care Services to perform Medi-Cal eligibility determinations and redeterminations.

Requires counties to use information acquired during the last 36 months relevant to a consumer's Medi-Cal eligibility for annual redeterminations, allowing continued eligibility until the county makes a specific determination that the beneficiary is no longer eligible.

Requires the State Department of Developmental Services to provide counties and DHCS with a regular list of consumers receiving services at regional centers to identify those subject to these streamlined redetermination procedures.

Implementation is contingent on federal financial participation being available and necessary federal approvals or waivers being obtained.
