Increases the advance notice period for the Employment Development Department's biennial automation report from 30 days to 45 days before release to the Legislature.

Requires the Director of Employment Development to submit the report to the California Department of Technology for review and comment 45 days prior to release.

Mandates that the California Department of Technology's comments be attached to and distributed with the final report.

Requires the Department of Technology's review to assess whether report requirements are met, the strategic plan is consistent with separately submitted formal plans, and costs/benefits align with previously approved projects.
