Modifies the Nutrition Incentive Matching Grant Program to allow grants upon deposit of sufficient funds from successful federal grant applications, if available, and requires matching funds only if they are available.

Expands the definition of "qualified entities" to include community-supported agriculture programs and farm stands in addition to existing certified farmers' markets and nonprofit organizations.

Authorizes advance grant payments of up to 50% of the grant amount to grantees with operating budgets of $500,000 or less that face cashflow problems, rather than limiting payments to reimbursements.

Creates the Healthy Stores Refrigeration Grant Account to fund grants for energy-efficient refrigeration units in small businesses and corner stores located in food deserts, requiring recipients to stock units with California-grown fresh produce and minimally processed foods.

Allows cities, counties, and nonprofit entities to use up to 10% of Healthy Stores Refrigeration Grant Program funds for technical assistance, and permits recipients to qualify for both grant programs simultaneously.
