Expands eligibility for nonminor dependents (ages 18-20) to petition juvenile courts to resume dependency jurisdiction by including those who would have received Kinship Guardianship Assistance (Kin-GAP) or foster care aid but for receipt of Supplemental Security Income or other federal Social Security Administration benefits.

Allows nonminors whose guardians or adoptive parents have died or stopped providing support after age 18 to reenter foster care and receive continued financial assistance through age 21.

Requires county child welfare and probation departments to work with reentering nonminors to ensure they meet at least one eligibility condition, including secondary education completion, postsecondary enrollment, employment of at least 80 hours monthly, or medical incapability.

Establishes that no state reimbursement is required for costs mandated by this act to the extent funding was already provided for programs under the 2011 Realignment Legislation.
