Requires health care service plans (except specialized plans) to cover breast and ovarian cancer susceptibility screening as recommended by the United States Preventive Services Task Force, effective January 1, 2019.

Requires health insurers offering disability insurance with hospital, medical, or surgical coverage to provide the same breast and ovarian cancer susceptibility screening coverage, effective January 1, 2019.

Requires the State Department of Health Care Services to provide breast and ovarian cancer susceptibility screening as recommended by the United States Preventive Services Task Force.

Exempts the state from reimbursing local agencies and school districts for costs under the California Constitution because any local costs result from the creation of a new crime related to health care service plan violations.
