Requires the Public Utilities Commission to mandate that each large electrical corporation establish a tariff providing bill credits for electricity generated by eligible renewable generating facilities that is exported to the grid and credited to nonresidential customer accounts.

Defines eligible renewable generating facilities as those with no more than 10 megawatts of generating capacity that use eligible renewable energy resources and are sited at government property, commercial property, landfills, ports, warehouses, parking lots, industrial zones, brownfield sites, or areas of high locational value.

Requires the commission to ensure bill credits reflect the full value of electricity from renewable facilities and are calculated using the same methodology as credits under existing customer generation programs.

Ensures bill credits do not cause cost shifting to bundled service customers and permits nonresidential customers to participate in other programs simultaneously as long as credits are not double-applied.

Provides that no state reimbursement is required because any local agency or school district costs result from creation of a new crime or infraction under the Public Utilities Act.
