Requires the Public Utilities Commission to authorize electrical corporations to establish wildfire expense memorandum accounts for incremental unreimbursed costs from California wildfires occurring on or after January 1, 2015.

Allows recording of wildfire-related costs including claim payments, legal defense costs, increased insurance premiums, and fire risk mitigation expenses, excluding costs recoverable through general rate cases or other commission mechanisms.

Subjects the recovery of recorded costs in rates to review and determination by the Public Utilities Commission pursuant to existing regulatory authority.

Requires electrical corporations to notify the Public Utilities Commission by letter within 30 days after beginning to record costs in their wildfire expense memorandum account.

Specifies that no state reimbursement to local agencies or school districts is required because any costs result from changes to criminal penalties rather than new mandated services.
