Decreases the required percentage of gross receipts from charitable raffles that must go to beneficial or charitable purposes from 90% to 50% for raffles generating less than $1,000 in ticket sales, conducted by organizations with annual raffle receipts not exceeding $5,000.

Exempts organizations that have not conducted any single raffle generating more than $1,000 in gross ticket sales and whose annual raffle receipts do not exceed $5,000 from registration and reporting requirements with the Department of Justice.

Maintains existing raffle regulations including ticket requirements, supervision of draws, prohibitions on gaming machines, and restrictions on Internet-based raffle operations.

Requires passage by a two-thirds vote of each house of the Legislature as mandated by the California Constitution.

Clarifies that raffle funds must be used only for purposes within California and prohibits compensation for raffle operators from being paid from revenues dedicated to charitable purposes.
