Authorizes humane officers to carry wooden clubs or batons if they have completed a Commission on Peace Officer Standards and Training certified course on carrying and using the club or baton.

Requires that humane officers carry wooden clubs or batons only if authorized by their appointing humane society under specified terms and conditions.

Amends Corporations Code Section 14502 to add provisions allowing both level 1 and level 2 humane officers to carry wooden clubs or batons with proper training and authorization.

Amends Penal Code Section 22295 to explicitly permit humane officers, animal control officers, and illegal dumping enforcement officers to carry wooden clubs or batons upon satisfactory completion of Commission on Peace Officer Standards and Training certified training.
