Requires jurisdictions requesting county election services to provide the county elections official with jurisdiction boundaries and any districts within the jurisdiction at the time of the request.

Directs the Secretary of State to promulgate regulations by January 1, 2020, defining "reportable events" in election administration as incidents affecting at least 100 individuals or 0.01 percent of registered voters, whichever is greater.

Specifies that reportable events include instances when voters receive incorrect or incomplete election-related materials such as ballots, voter rolls, sample ballots, and polling place notifications.

Requires county elections officials to document reportable events and submit information about them to the Secretary of State after each election.

Authorizes reimbursement to local agencies and school districts for state-mandated costs associated with the bill's requirements through existing statutory procedures.
