Adds Section 916.5 to the Civil Code requiring that inspections for construction defect claims be conducted by a person licensed as a contractor with a license applicable to the field and scope of the inspection.

Permits subject matter experts who are not licensed contractors to conduct inspections and issue reports when the inspection subject matter specifically requires their specialized expertise.

Applies to inspections conducted pursuant to the nonadversarial dispute resolution procedures that already exist in California law for construction defect claims.
