Adds human trafficking in violation of subdivision (b) or (c) of Section 236.1 to the list of violent felonies for sentencing enhancement purposes under Penal Code Section 667.5.

Updates statutory references in Penal Code Sections 667.1 and 1170.125 to reflect the law as it reads on January 1, 2019, for all offenses committed on or after that date.

Makes clarifying grammatical changes to Penal Code Section 667.5, replacing archaic language like "where" with "if" and "which" with "that" throughout the section.

Requires a two-thirds vote in each house of the Legislature to amend the initiative statutes affected by this bill.

Exempts this act from state reimbursement requirements under the California Constitution because it changes penalties for existing crimes.
