Prohibits discrimination in building and construction trades apprenticeship programs based on race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, genetic information, marital status, sex, gender, gender identity, gender expression, age (40+), military/veteran status, or sexual orientation in recruitment, hiring, promotion, pay, working conditions, and all other terms of apprenticeship.

Requires each apprenticeship program to designate one or more individuals to oversee equal opportunity compliance, maintain records, and generate reports to the Division of Apprenticeship Standards.

Mandates apprenticeship programs implement antiharassment and antidiscrimination training for all apprentices, instructors, and employees, establish internal complaint procedures with investigations and corrective action policies, and maintain facilities accessible to all individuals consistent with their gender identity.

Requires apprenticeship programs to publish an equal opportunity pledge in their standards and publications, conduct periodic information sessions, and extend outreach and recruitment efforts without regard to protected characteristics.

Existing programs must comply within 180 days of the bill's effective date; new programs must comply upon registration or within 180 days of the effective date, whichever is later.
