Establishes a Sexual Assault Crimes Against Disabled and Developmentally Disabled Victims Vertical Prosecution Program in the Office of Emergency Services through January 1, 2023.

Allocates and awards up to $2,650,000 in funding to up to 11 district attorney offices that employ vertical prosecution methodology and dedicate at least one-half time of one deputy district attorney and investigator to sexual assault cases involving disabled victims.

Requires funded district attorney offices to provide annual data on filed cases, convictions obtained, and sentences imposed for sexual assault crimes involving disabled and developmentally disabled victims.

Mandates funded offices enter into agreements with advocacy agencies to ensure victims receive appropriate services and counseling.

Requires the Office of Emergency Services to submit a report to the Legislature and Governor by January 1, 2022, describing funded counties, prosecutions filed, convictions obtained, and sentences imposed under the program.
