Requires the Regents of the University of California to record and publicly report information about outsource contracts on an accessible website, updated January 1 and July 1 each year.

Contractors must provide detailed information about service work, including employee wages, hours worked, fringe benefits, job classifications, and university locations where work is performed.

For contracts awarded on or after January 1, 2019, contractors must agree in writing to provide all required information to qualify as the lowest responsible bidder or best value awardee.

Disqualifies contractors from bidding on University of California contracts for 2 calendar years if they fail to provide required information or provide false information.

Deducts from the university's General Fund appropriation an amount equal to contract values if contractors fail to provide required information or if the university fails to publicly report required information.
