Establishes health and safety standards for mobile or traveling housing facilities (cars, trucks, trailers, buses, recreational vehicles) used to transport dogs and cats by animal shelters, rescue groups, and humane societies.

Requires sufficient heating and cooling to protect animals from temperature extremes, with minimum ambient temperature of 50°F (10°C) for unacclimated dogs and cats, breeds intolerant to cold, and sick or young animals; minimum of 45°F (7.2°C) for no more than four consecutive hours when animals are present.

Prohibits ambient temperatures from exceeding 85°F (29.5°C) for more than four consecutive hours when animals are present and requires dry bedding or other heat conservation methods when temperatures drop below 50°F.

Mandates sufficient ventilation at all times through windows, doors, vents, fans, or air-conditioning to minimize odors, ammonia levels, moisture, and exhaust fumes; requires auxiliary ventilation such as fans or air-conditioning when temperature reaches 85°F or higher.

Requires adequate lighting (natural or artificial) to permit proper cleaning, inspection, and observation of animals, with uniformly diffused lighting throughout animal areas to maintain good housekeeping and animal well-being.
