Requires child day care facilities to provide parents with written information on lead exposure risks, blood lead testing recommendations, and testing options upon enrollment or reenrollment of children.

Mandates that health and safety training for child day care center directors, teachers, and family day care home licensees include instruction in lead exposure prevention for licenses issued on or after July 1, 2020.

Requires licensed child day care centers in buildings constructed before January 1, 2010 to test drinking water for lead contamination between January 1, 2020 and January 1, 2023, and every five years thereafter, with results posted publicly by the State Water Resources Control Board.

Requires child day care centers to immediately stop using fountains and faucets with elevated lead levels and obtain alternative potable water sources, with notification to parents of testing requirements and results.

Authorizes the State Water Resources Control Board to provide grants for lead testing, remediation, and technical assistance to child day care centers from appropriated funds.
