Requires the Contractors' State License Board to confer with the Department of Water Resources and California Landscape Contractors Association before revising the landscaping contractor examination to ensure it reflects new landscape irrigation efficiency practices and includes water use efficiency content.

Authorizes home inspection reports on dwellings with in-ground irrigation systems to include irrigation system inspection reports documenting controller condition, zone activation, water spray direction, runoff, and ponding observations.

Requires the Department of Water Resources to compile annual estimates of properties receiving irrigation system inspection reports beginning in 2018 for inclusion in California Water Plan updates.

Requires the Director of Water Resources to convene a working group by June 30, 2019, comprised of industry, environmental, agricultural, and academic representatives to examine and improve consumer information availability regarding water use of landscape plants, with findings due by January 1, 2020.

Mandates the Department of Water Resources to update the Model Water-Efficient Landscape Ordinance and the "Water Use Classification of Landscape Species" database on or before January 1, 2020, and every three years thereafter.
