Removes requirement for court approval when a complying party waives receipt of financial disclosures from a noncomplying party in divorce proceedings.

Allows complying party to file a declaration under penalty of perjury to unilaterally waive receipt of noncomplying party's preliminary or final declaration of disclosure, provided the complying party has made at least three documented attempts to obtain the disclosures.

Requires the unilateral waiver declaration to include specific representations that the complying party is advised of their right to full financial disclosure and waives that right knowingly, intelligently, and voluntarily.

Limits grounds for setting aside a judgment after a unilateral waiver has been granted to cases involving actual fraud or perjury, rather than allowing automatic judgment set-aside for noncompliance.

Exempts the state from reimbursing local agencies for costs under Proposition 98 because the bill creates new perjury-related criminal liability.
