Requires California Community Colleges and California State University campuses to create and disseminate a free speech statement affirming commitment to freedom of expression and protecting students and controversial speakers from exclusionary behavior.

Requests (but does not require) University of California campuses to adopt the same free speech statement and educational programming requirements.

Mandates campuses supplement the free speech statement with educational programming including online resources, campus policies on freedom of expression, lessons on expressing diverse viewpoints respectfully, and instruction on the First Amendment's role in academic missions.

Provides that if the Commission on State Mandates determines the bill imposes costs on local agencies or school districts, reimbursement shall be made pursuant to Government Code Part 7.
