Requires new clothing made from fabric composed of more than 50% synthetic material to bear a conspicuous label at point of sale (sticker, hang tag, or other type) stating "This garment sheds plastic microfibers when washed, which contributes to marine plastic pollution."

Mandates that clothing requiring a care label under federal regulations must include the microfiber warning statement on that care label in addition to standard care instructions.

Prohibits sale or offering for sale of new clothing made from fabric composed of more than 50% synthetic material unless it bears the required labels.

Specifies that enforcement occurs only through civil actions brought by the Attorney General, district attorney, or city attorney, and violations do not constitute unfair competition under California law.

Requirements become effective January 1, 2020.
