Requires the Governor's Office of Emergency Services, in collaboration with the Department of Forestry and Fire Protection and the FIRESCOPE Program board, to develop standards and regulations for privately contracted fire prevention resources operating during active fire incidents in California.

Mandates privately contracted resources have GPS tracking compatible with state incident management systems, maintain a liaison at incident command, and heed all evacuation warnings and incident command authorization.

Prohibits privately contracted resources from communicating on incident command radio frequencies without prior approval and requires them to monitor assigned frequencies.

Requires all privately contracted resource equipment to be clearly labeled as nonemergency, prohibits use of emergency lights or sirens, and prohibits labeling that indicates emergency personnel or fire department status.

Declares that firefighting and fire protection services are municipal functions to be provided by public agencies and their employees, and does not authorize public agencies to contract for firefighting or first response services.
